Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are issued from multiple capitals. Immense energy is devoted on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from across the border, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through partner states. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm opened up on a unmanned aircraft close by, part of a rapid response unit – most likely imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its target.
Periodically, this continued until dawn. Kyiv greeted the early updates: several casualties, damage and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that regional partners are demonstrably unable to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to surrender the territory that it already controls in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not evolve additionally in its favour in the coming year.
Conflicting Perspectives
Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its favour.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
